Medi-Cal Screening

Hospitals in California need to ensure that all physicians and other providers associated with a Medi-Cal claim are not on the Medi-Cal Suspended and Ineligible List.

This list has 20 separate components in a Word format which makes it very difficult to use for screening. It contains the names of over nine thousand persons. Fewer than half of these persons are also listed by OIG on its List of Excluded Individuals/Entities (LEIE). Therefore, those checking only the LEIE potentially are missing thousands of excluded persons listed by the state of California.

This is troublesome for California hospitals because they can face adverse action by the state if they bill for services under referral or prescription of a suspended provider or employ and submit claims for the services of a suspended provider.

California law mandates a Medi-Cal provider be suspended when he/she has been either (a) convicted of a crime involving fraud or abuse of the Medi-Cal program, or (b) suspended from the federal Medicare program for any reason. Some hospitals erroneously focus only on the latter and conclude that just checking the OIG LEIE is sufficient. This is incorrect.

Since fewer than half of the Medi-Cal listings also appear on the OIG's LEIE, a California hospital to be safe should perform an additional check using the Medi-Cal Suspended and Ineligible Provider List data.
